**Chief Minister Cites Census as a Constitutional Duty; Self-Enumeration Set to Begin on August 1**

The West Bengal government has initiated preparations for 'Census 2027,' an exercise that will be conducted with a strong emphasis on digital technology, citizen participation, and data accuracy. Addressing a press conference in Kolkata, the Chief Minister noted that the census is a constitutional obligation and a mandatory national exercise, crucial for data-driven policy formulation and planning.

The Chief Minister informed that, during a Cabinet meeting held on May 11, 2026, the State Government approved the necessary measures for conducting the census. This exercise holds particular significance for the state of West Bengal, given its international border spanning over 600 kilometers—a factor that renders accurate demographic data indispensable for effective governance and oversight.
The reference date (snapshot date) for Census 2027 has been set for March 1, 2027, while field operations and the self-enumeration process are scheduled to commence in August 2026.
For the first time in the history of India's census, citizens will be offered the option of digital self-enumeration, enabling them to submit their details online without having to wait for enumerators to visit their homes.
Speaking today at a conference of Principal Census Officers held at the Nabanna Sabhaghar, Smt. Rashmi Kamal, Director of Census Operations for West Bengal, announced that the Chief Minister herself would perform the first act of self-enumeration in the state—an act that will symbolically mark the commencement of citizen participation in this census exercise. The self-enumeration process will be conducted in two phases:
* **Phase I (Self-Enumeration):** August 1 to August 14, 2026
* **Phase II (House Listing Operations):** August 16 to September 14, 2026
Census operations will continue thereafter, culminating on the reference date of March 1, 2027.
To facilitate the smooth implementation of the census, several digital platforms and mobile applications have been developed.
These include:
* Self-Enumeration Portal: se.census.gov.in
* Census Management and Monitoring System (CMMS) Portal
* HLO Mobile App
* HLBC Mobile App
Citizens can access state-specific census-related information through the portal: westbengal.census.gov.in
A toll-free helpline number—1855—has been launched to assist citizens with inquiries regarding the census process.
Smt. Kamal stated that the digital census framework is expected to yield multiple benefits, including:
* Accuracy and reliability of data
* Increased public participation
* Greater convenience for citizens
* Rapid data processing and compilation
* Reduced time required for enumeration and data management
"Vikash" and "Pragati"—the mascots for Census 2027—were also unveiled as symbols of development and progress.
The Census Department informed that the Government of India issued a notification regarding census operations on June 16, 2025, while the State Government issued a corresponding official notification on May 11, 2026.
The census is regarded as one of the world's largest administrative and enumeration exercises, playing a pivotal role in planning, resource allocation, and socio-economic development.
Both Shri Adhikari and Smt. Kamal urged citizens to actively participate in this process to ensure comprehensive and accurate demographic data for both the state and the country.
