West Bengal Transport Department Orders Strict Action Against Unauthorized Totos on Major Roads

Kolkata, August 9, 2026: The West Bengal Transport Department has directed the police to strictly enforce restrictions on the operation of e-rickshaws, commonly known as totos, on National Highways (NH), State Highways (SH) and other major roads.

In an official communication dated August 7, 2026, Principal Secretary of the Transport Department Dr. Ravi Inder Singh, IAS, addressed the Director General & Inspector General of Police, West Bengal, seeking strict enforcement of the existing regulations.

The department stated that e-rickshaws are primarily intended to provide last-mile connectivity and that their operation on National Highways, State Highways and other major roads is not permitted unless specifically authorised by the competent authority.

The Transport Department has expressed concern that unauthorized toto operations on major roads are contributing to traffic congestion and road-safety issues.

Police authorities have therefore been instructed to take necessary action against e-rickshaws operating in violation of the applicable rules. Enforcement may be carried out under the Motor Vehicles Act, 1988, and other relevant regulations.

The department has also asked the police administration to communicate the directive to subordinate officers and ensure effective implementation.

The communication has been marked “URGENT.”
